I'll have to go check when Ep 0 was set. But, I'm sure that Relena would have called the paramedics for Trowa the same as she did for Heero. However, would Trowa have escaped like that and then known how to hunt her down so that they ended up running into each other like that? Even if he did escape, he didn't know who she was. Heero knew her. He knew who she was and where to find her. And he enrolled in her school and sat next to her and she invited him to her birthday. When he ripped up her invitation and threatened her, that's when the mystery began. Trowa...would have left, joined the local circus, not hunted her down, would not have threatened her, would not have initiated the 'mystery'. At least, not at that time. So, personally, I don't see that all other things being equal, Relena would have fallen for Trowa just because he crashlanded there instead of Heero.
That isn't to say that after solving the mystery that is Heero, she wouldn't find interest in Trowa. Just that no one will ever convince me that one just replaces Heero at the crashlanding site and Relena would have fallen for any guy that crashlanded on the beach and ran away.
So why Relena and Trowa?

Ok..I may have a lousy input because Rose already said it all..quite adequately, might I add...but I just gotta say that aside from all the things Rose said, another factor that could 'possibly' make Relena fall for Trowa is his 'suave' personality....almost elf-like (i.e. Heero would be the brusque one in battles with blood and dirt smeared all over, etc. whereas Trowa would be neat -- well, you get the picture)
For me, that's just another "attraction factor" that I have whenever I feel like pairing the two (3xR) together....

Just to add my two cents to this:
what i feel people have missed over, is what Heero and Trowa brings to Relena's life that the other piolts *particularly Quatra* lacked.
Relena life has been filled with what is 'Prim and Proper' and although we see some rebellious nature with her father intially in thee series, she is still mainly and obediant and well brought up daughter.
Heero brings something wild in her life, something, excuse me, someone who doesn't stick to the rules, someone who has real passion, a real intensity. Relena being brought up in refined society, has met someone who is nearly the exact opposite, and for her that is refeshing, that is how the relationship intially begins *i feel*
The reason why we like Trowa, is that he does the same for Relana, for all his neatness, there is something wild about him, something free, which like heero, is opposite to Relena life until then.

Not sure on this pairing. Some people make valid arguments, and I respect them, but it just isn't implied anywhere in the series... either that, or I'm missing something. Of course, this is coming from a 1xR fanatic... so... my opinion doesn't count all that much, I guess.
