I think I understand where you're going with this story. I think it's cool that you've approached it from this angle. Ahem, ahem...here goes my analysis. Brace yourself, I can be wordy!

Love isn't a cure-all unfortunately. And you can't change people. The only person who can really change Heero is Heero. Oh, outside forces have an impact, but people only change if they want to or they're forced to. But you can't force someone to give of themselves...in terms of their person or their soul. It seems to me, he wouldn't really know how anyway considering his upbringing. A few months with someone won't change that, no matter how caring or considerate she may be.
And, as we have the tendancy, Relena had high expectations. She wanted him and she wanted the relationship so badly, that...well, sometimes we're blind to the truth. And true, she never asked him to be ready...she just kind of expected or believed that somwhere along the way -- *poof* -- he would be. She took for granted that he would understand her feelings or even think to ask about them. (Dern it, it's hard to get most men to talk about their feelings, let alone someone who...is emotionally unstable!). And she was too afraid of losing him or pusing him away to be honest and let him know just what she wanted or expected. She wasn't being any of the things that he admired about her.... Her outspoken courage and conviction flew out the window. She really wasn't herself...
And, I believe in this case, Relena is in love with some part of Heero, but truthfully, she really doesn't know him. She doesn't know the dark secrets he carries deep within. She doesn't know what he thinks about a lot of things... She doesn't know how his mind works. He's an enigma...
As for Heero, he had no clue what he was getting into and was completely unready to address or handle his own feelings let alone hers. And so when things got confusing or he felt uncomfortable, he reacted in self defense mode.
Another question...does Heero really know what it means to love or be in love? Scientifically (sp?) speaking, humans are not born with the ability to love; it is a learned behavior. So, it had to be either taught or observed. When in his life did he ever have that opportunity? That doesn't mean that he can't or doesn't. But...could he identitify it amongst all the other confusing emotions that he's feeling?
What is the difference between love and lust? Does he know? Does she? I think in a way, they both lusted after certain elements of each other's character. She lusted after his strenth, determination, and ability to beat the odds. She also lusted after the enigmatic aura he possessed and the kindness and caring she seemed to see hiding deep within his eyes.
To him, she was an Angel of sorts...so innocent...so different...she had managed to do so much with the power of her words and the strength and conviction of her beliefs. And yet, she too was an enigma.
What is this thing that I don't understand, but want to have? Maybe if I take hold of it, I can taste it and possess it.
