Given the self discipline Heero shows in the series, I think that you need to provide some rationale for his change in behavior.

You have a decent plot and storyline, but I had problems with the writing style. I found much of the language stilted and overdone. Sometimes less is more. You should reduce the description and leave more of the details to the imagination of the reader. For example, you wrote:

The OOCness in my opinion is that I find it difficult to believe that Heero would lead a training patrol into bad areas of the city without at least one weapon on him. Really, Heero without a gun? Otherwise, a good chapter.

It's an interesting story so far, but one thing that puzzles me about many GW fics is Relena's lack of understanding of Heero. He wasn't raised in an environment that made it easy to express his emotions, rather the opposite. Why should he be expected to make the first moves? However, in a reply in ...
