The thing is though, a lot of people don't or didn't have the Hellsing Manga to go on. I know, I know, you can get scanlations before ...

And for what my vote matters, I've always like Angie's fics. They're humurous, and they do have a bit OOC, but it's really hard to do Hellsing humor and not get OOC to some extent. And of course some stories are more OOC than others but... She doesn't seem to write a whole lot anymore though.
